The Former President's Woke Alarm Misses Europe's Real Danger: Economic Decline.

The recent US national security strategy offers a misguided view of Europe. The document asserts that open-border policies and what it terms "progressive" policies pose an grave threat to the continent's identity. However, this argument rests on a serious misinterpretation of the situation. The actual challenge confronting the EU is not societal but technological and economic lag.

The Stark Economic Divide Between the US and Europe

Statistics reveal a sobering contrast. Between 2008 and 2023, American economic output surged by 87%, compared to a paltry 13.5% growth for the EU. During this period, European income per person dropped from over three-quarters to just half of the American figure. Remarkably, even Mississippi now boasts a higher per capita income than several leading European economies like Italy and France.

Currently, roughly 50% of the global top fifty technology firms are US-based, while only four are from Europe.

The Technological Deficit: A Critical Problem

This widening disparity is driven by stronger efficiency gains in the US, largely due to technological innovation and better use of resources. The scene of global tech leadership is overwhelmingly US-centric. In the last five decades, 241 US firms have scaled into enterprises valued at more than $10bn, versus just 14 in Europe.

This gap raises a vital question: In the race for future industries like semiconductors, AI, and quantum computing, what is Europe positioned? Experts widely agree it is essentially a two-horse race between the US and China, with Europe starting at a significant handicap.

Underlying Factors of the Continent's Innovation Gap

Several key reasons account for this innovation chasm.

  • Financing Ecosystem: The US boasts a far deeper and agile system for funding startups. The EU has yet to establish a genuine capital markets union, which limits the scale of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hamper European business. A American entrepreneur can launch a product under a single set of laws to access a market of over 330 million. The European Union, despite a bigger population size, is split among twenty-seven separate regimes, creating huge internal barriers.
  • Mindset Differences: Views on entrepreneurial failure differ sharply. In some EU nations, a startup's collapse was once viewed with penalties, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has eroded its capacity for breakthrough innovation.

The Road Ahead: Reasons for Hopefulness

In spite of these challenges, there are reasons for hope. Policymakers are growing more conscious of the severe threat and have begun to propose substantial change. Key analyses on EU competitiveness and the internal market point to the need for major reforms.

Given appropriate incentives and regulatory reforms, Europe's strengths could support much higher levels of business-led breakthroughs.

Europe retains considerable strengths: skilled human capital, excellent schools and universities, and world-class research institutions. Alongside a large internal market and substantial household savings, these foundations could trigger a new wave of investment and entrepreneurship.

Importantly, even if Europe does not become the leader in developing cutting-edge tech, it can still significantly boost economic output by adopting and adapting advancements from other regions.

A Critical Juncture

The European Union now faces a decisive crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, the continent's technological decline has been gradual. However, without decisive action to address its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible decline in world influence.
